危機談判-人質談判之個案分析

摘要
危機談判對個人、組織,以及國家而言,是一重要工具。過去幾十年來,在以戰術攻擊來處理恐怖份子、人質,以及自殺事件,專業執法人員愈來愈依賴談判作為一選項。人質談判可以區分為政治激進者或是宗教因素,但是也可能是遭到心理創傷問題或只是搶銀行的罪犯要逃離現場。有關於人質危機談判本文主要目的乃從分析的觀點中以危機談判理論提出談判的觀點。本論文採取的文獻分析與個案研究,所提出的問題為:在策略與戰術上人質危機談判與一般談有無差異?並以三個案例找出一些異同之處。

Crisis Negotiation-The analysis of Case Study of
Hostage Negotiation

ABSTRACT
Crisis negotiation is an important tool to individuals, organizations and states. Over the past twenty years, law enforcement professors have increasingly relied on negotiation as an alternative to tactical assault for resolving terrorist, hostage, and suicide situation. Hostage-takers can be political militants or religious reason, but also may be people
suffering from psychological problems or simply bank robbers who are trying to escape from the site of their crime. The purpose of this paper offers overview of negotiation concerning hostage-taking from an analytical perspective drawn from crisis negotiation theory. As to research method this paper adopts document analysis and case study. The question is as follow: Is there any different between negotiation and crisis negotiation in strategies and tactics? At same time, we expect to find some similarity and disparity in those cases.
