摘 要
資訊系統規劃一直以來都是資訊單位主管和企業部門主管非常看重的一個議題。特別是近來，許多公司已經將資訊系統規劃應用於企業Ｅ化和電子商務的規劃上。許多學者認為資訊系統規劃的本身其實就是公司策略規劃的一環，而策略規劃導引相關活動以達成公司的組織目標。策略規劃上不同的觀點、學派及規劃步驟的差異往往會有不一樣的策略形成。本研究主要目的是藉探討策略規劃的觀點及演進。由文獻回顧策略規劃的概念及討論相關的策略規劃方法。研究發現策略規劃的演進已經由正式、理性的規劃觀點變換到以社會、文化、學習及政治的眾多觀點上。資訊系統規劃上應該要跟從策略規劃的演進軌跡，並且採用多重的策略規劃觀點，不僅只是了解規劃人員的認知想法，更重要的是探述該策略形成的環境中，規劃人員之間的互動，文化及政治因素等的相關議題。

Abstract
Information systems planning (ISP) has consistently been identified as one of the most important issues faced by IS executives and academic researchers, and recently ISP in most organizations has shifted toward e-business and e-commerce planning. Numerous researchers argue that ISP should be seen as one area of business planning and strategic planning guides a firm’s activities in order to achieve organizational goals. The review of strategic planning is important, as there are various perspectives, or schools, of strategic planning and each of which takes a slightly different view of the process and may consequently lead to differences in the strategy formation. The aim of this research is to explore the evolution of strategic planning and planning perspectives. This paper reviews the concepts of strategic planning and some selected approaches. The review suggests that the evolution of strategic planning has shifted from the formal rational planning perspectives toward to the social cultural learning and political perspectives. The review suggests ISP may follow the track of the revolution of planning perspectives in strategic planning and take a multiple planning perspectives not only understanding the cognitions of strategists but also addressing their interactions, cultures and political issues in the situated context.
