為台灣安全社區運動建置安全促進方案資料庫

摘要
早在 1970 年瑞典即有地方性事故傷害防制計畫來推廣安全社區的工作，而在World
Health Organization（WHO）提出全人類之健康（Health for All）的渥太華宣言之後，事
故傷害防制才開始受到國際間的重視。台灣於2002 年7 月在台灣事故傷害預防與安全
促進協會及行政院衛生署國民健康局的協助與推廣下，正式引進WHO「安全社區（safe
community）」的概念，並由國防大學國防醫學院、東勢鎮農會附設醫院、嘉義基督教醫
院及花蓮基督教門諾會醫院這四個單位辦理「都會型」、「鄉鎮型」、「原住民型」、「濱海
型」之不同型態安全示範社區。
現今全球已有226 個社區被認證為安全社區，台灣雖有18 個社區為國際安全社區，
但各社區的資料並未整合，本研究為整合各鄉鎮推廣安全社區之資源，故發展以下之目
的：
(1) 根據台灣東部各鄉鎮之安全社區計畫書及WHO 健康促進醫院之調查表設計出
一調查表，將各種不同的安全促進方案彙集成一個資料庫。
(2) 提供各鄉鎮相關資料查詢。
(3) 了解各鄉鎮目前執行狀況。
(4) 使各鄉鎮在規劃安全社區促進方案過程中能在此資料庫中找出有用的資訊。
結果：安全社區促進方案調查表的架構分為五個部份，第一部份為基本資料、第二
部份為方案緣起、第三部份為方案概要、第四部份為成果呈現及第五部份尋求資源，資
料庫以部落格的方式呈現各促進方案資料。

Abstract
Since 2002 Taiwan has initiated the Safe Community Program developed by the World
Health Organization (WHO). To date, there are 18 communities in Taiwan that are
internationally recognized as a Safe Community. Yet, the information on safety promotion
amongst each community is not integrated, which provides a great opportunity to initiate a
research project. Hence, this project aims to gather safety promotion information from the
communities in Taiwan via a self-developed questionnaire. The questionnaire contains five
sections. The first section contains demographic questions, while the second to the fifth
comprises questions on safety promotion. Based on the information collected via this
questionnaire, a database can be established to provide an integrated framework on Taiwan’s
Safe Community Program.
