家庭醫師整合照護制度試辦計畫之成效探討

摘 要
本研究目的在探討行政院衛生署中央健康保險局於民國92年3月開始推動的「全民健康保險家庭醫師整合性照護制度試辦計畫」之成效，包含民眾對於此項計畫的認知、期望，及其對計畫接受度的影響。 研究結果顯示民眾在制度的認知上，依其年齡、教育程度、婚姻狀況、職業、個人健康狀況、就醫地點選擇、有無固定看診醫師等因素有顯著的差異，且民眾對制度的認知與期望對其制度的接受度有正向的影響。 研究亦顯示民眾在制度的認知上試辦地區仍有76.2%的民眾不知何謂家庭醫師整合性照護制度，且目前診所僅有1.25%加入此制度的社區醫療群。因此建議健保單位加強民眾的宣導及提供誘因，鼓勵診所加入此制度的社區醫療群，以落實轉診機制和分級醫療制度。

The Efficiency of the Experimental Plan for the System regarding Integrated Care of Family Physician(ICFP)

Abstract
The purpose of this study was to investigate the efficiency of the experimental plan for the system of integrated care of family physician that implemented by Department of Health (DOH) in 2003. The findings show that people’s cognition regarding the system is significantly corelated to age, education, marriage, occupation, health situation, location and status of medical seeking behavior. Further, cognition and expectation of this system influedced People’s acceptance. Owing to 76.2% of persons sampled didn’t know the ICFP and 1.25% of clinics didn’t participate the plan, this study suggests that DOH is supposed to promote the plan to people and motivate clinics to participant the plan.
