資訊系統策略與組織部門策略的重要整合議題

摘 要
資訊系統策略與部門策略的連結在策略資訊系統的規劃上，多年來一直被視為是一個很重要的課題。然而，除非達到有效的連結整合，資訊系統資訊科技的應用似乎不大能為企業帶來競爭優勢。本研究主要是探討資訊系統策略與企業部門策略的連結整合上的重要議題並以企業個案資料實證其重要性。結果高度支持高階管理者應提供組織願景目標、資訊系統計劃應達成組織目標、及組織需要學習以增進組織的溝通協調（及因應環境變化）的能力。結果亦支持組織需要將資訊系統的需求整合於企業整體策略上、資訊系統的開發順序之設定應考量其實作面的因素、及組織需要應用知識管理以記錄決策過程與結果。

Abstract
Alignment of information systems strategy with business strategy has been cited as a key issue in (strategic) information systems planning (SISP) for many years. Without the effective alignment of IS with business strategy, it is unlikely that IS will generate competitive advantage. The intention in this paper is to examine some important issues that can enhance the effective alignment of IS strategy with business strategy. Strongly support is found to that organisations require top management to provide visions and goals; organisations required to generate IS plans to achieve organisational goals; and organisations require organisational learning to enhance interactive communication and organisation’s ability to copy with change. Support is found to that organisations require to integrate IS requirement with corporate strategy; the determination of IS priority requires to consider IS operational issues; and organisations require knowledge management to build a record a past decision and lesson learned.
